A, A1 or A Category – What Is the Difference?

June 7, 2026

If you want to start riding a motorcycle in Estonia, you have probably noticed that there are several motorcycle licence categories available: A1, A2 and A. Many people wonder which category they need, what the restrictions are and when they can move on to the next level. In this article, we explain the main differences in a simple and understandable way.

A1 Category

The A1 category is designed for younger riders and can be obtained from the age of 16.

With an A1 licence, you may ride motorcycles with:

  • an engine capacity of up to 125 cm³;
  • a maximum power output of 11 kW;
  • a power-to-weight ratio not exceeding 0.1 kW/kg.

This category is a great way to gain your first riding experience and develop safe riding habits.

A2 Category

The A2 category can be obtained from the age of 18 and is the next step for riders who want a more powerful motorcycle.

With an A2 licence, you may ride motorcycles with:

  • a maximum power output of 35 kW;
  • a power-to-weight ratio not exceeding 0.2 kW/kg.

The A2 category offers significantly more motorcycle options and is suitable for daily commuting as well as longer trips.

A Category

The A category provides the greatest freedom because it allows you to ride motorcycles of any engine size or power.

In most cases, the A category can be obtained from the age of 24. In certain situations, it may be possible to upgrade earlier if you already have experience with an A2 licence.

This category is ideal for riders who want to ride touring, sport or cruiser motorcycles without restrictions.

Which Category Should You Choose?

The right choice depends on your age, experience and goals.

  • If you are 16–17 years old, A1 is the right choice.
  • If you are at least 18 years old and want more options, consider A2.
  • If you are 24 or older, or have sufficient previous experience, A offers the most flexibility.

Conclusion

The A1, A2 and A categories are designed to help riders progress safely towards more powerful motorcycles. Choosing the right category allows you to gain experience, improve your confidence on the road and enjoy motorcycling safely.
